I'm hoping to get 3 bantam chickens. There are 4 breeds I want, help me narrow it down with information you know about these breeds.

Requirements-
Bantam (duh)
Quiet- if they are a loud breed of chicken, I can not have them- our Wyandotte is loud enough
Heat Hardy- Northern California gets hot!
Not flighty- I live in the city, don't want them to fly away or go into the neighbor's yard

Preferred-
Good showmanship bird
Lays eggs
Not broody
Pretty :)
Sexed

One thing- I'm trying to find the chicken breed not to have. I think I'm definitely doing the Barred Plymouth Rock Bantam, since I can only have hens, and then I'm almost guaranteed a hen. Then I would get 2 other bantams, and if they are roosters, give them away! (We have a plan for roosters- we have a friend who needs roosters, so!)
 
I voted for the barred rocks, though I would have voted for both barred rocks and silkies if I could.

My silkies are mellow. Very pretty, and Good layers (no matter what anybody says! They are my best layers right now!)! I've never used one as a showmanship bird but they would definitely be a good one, judging by how calm and friendly they are. I haven't had one go broody yet, but I have heard from others that they do so a lot. The problem is almost no (if any) hatcheries sex them as chicks. Do one people say they are very hard to sex, but I disagree (read here for more info: https://www.backyardchickens.com/articles/sexing-silkies.75451/). One thing you might want to consider is that their feathers aren't waterproof like most chickens, so you might want to get them a covered run.

I have never had barred rocks bantams, but I love the standards! Very docile and amazing layers! I have never had one go broody. You can buy them sexed from just about anywhere. I love their beautiful looks! I think bantam size would make a very good showbird. But remember, I am referring to my experience with standards, though I would imagine that both sides are similar.

I have never had the other two breeds you mentioned so I can't tell you anything about them.

You are choosing between 3 breeds. It doesn't matter what variety of d'uccle you prefer, their characteristics should be the same so your choice is between Plymouth Rocks, d'uccles, and silkies.

http://www.sagehenfarmlodi.com/chooks/chooks.html#rockYou aren't breeding or hatching eggs and the two true bantam chickens are annoyingly broody so they won't lay eggs while you are trying to break them which will be multiple times a year. Silkies are also more predator vulnerable than the others due to vision and mobility.
What do you mean by showmanship? Are you planning on showing?
For a single bird, the showmanship is up to you for grooming and training.
Since you aren't breeding, you can't improve showmanship because you'll only have a single bird.
