Which one is the best? The brooder lamp or the heating plate?

Is there any cheap heating pads?
in this area, I would not skimp, I'd go with what has worked for others. since the application is not what heating pads were originally made for, I think it's advisable to go with what has worked for others. if you have one and want to experiment, then by all means, go for it. you want to make sure that the heating pad does not have an auto off function or it will shut off after a while when you are not around and the chicks will perish. sunbeam seems to be the brand to go with, the one listed has an auto off override.
 
I mostly use my Pseudo Brooder Heater 'Plate',
still use a 100W light during the day tho for the first couple days after hatch.

Biggest con to the plates are capacity, they can outgrow the plate pretty quick depending on ambient temps. I wouldn't put more than 15 chicks under my 12x24".

What is a "three hole plug slots"?
Please post a pic of what you are talking about.
My heating pad has a 2 blade plug, which will go into just about any household receptacle.

Normally that means the poster is in a country that has 220 volts as standard voltage, not our 120. Another place where knowing general location of the poster would help.
