What is the white cheesy stuff inside the donut shape infection on my chicken's wattles? It feels hard, when I try to touch it, but I can easily take it out with toothpick and by squishing it. It looks like a cinder cone volcano, except the middle is much smaller than the crater, when comparing it proportionally. I also tried to take it out, but it regrow, after I took it out in less than 24 hours. To really take it out, I have to cut the skin that forms the bump. Today, her wattles look normal.

Can they turn very hard, which make it impossible to take it out with just toothpick and force through squeezing it? My chicken had a bumblefoot scab, and it looks similar to the wattles, except the area around the scab, is very hard, and white, and I can easily take it out by using a scissor, but it is impossible to take it out with toothpick and by squeezing it. It seems to be attached to the scales, therefore, it makes me wonder if it is really a normal healthy tissue.

After I took out the scab with tweezers, all I can see is skin( no blood or internal tissue).
 
Sounds like solid puss. Fowl cholera and infectious coryza can cause swollen infected wattles. Sulfadimethoxine and Sulmet are used to treat it, but you whole flock may become carriers. I would remove the infected bird and put it down, then burn or bury the carcass very deeply so that it doesn't spread. or you can make sure of the diease by getting a necropsy or testing. I doubt that she had any of those infectious disease. It is really small, maybe 1/8-1/4 inch diameter. They usually peck eat other, when they fight for food, so I think her wattles became infected, when it comes contact with dirty water( their waterer becomes dirty fast, since they put dirt on it when they drink from it) or dirt from the ground.

How hard is a kernel found on bumblefoot? Is it as hard as a corn? Or like a solidified pus on pimple? Can it be easily cut with scissors?
 
A peck wound can form an abscess or pus, that does solidify like you describe. It can be lanced and squeezed out usually. Flush it with peroxide or betadine, and then put some antibiotic ointment on it afterward.
