Why do Most of my mixed chicks look like there mom!

Rocky Rooster the one in the pic is throwing 3 to 4 pullets for 1 cockerel and he is a good Rooster except he has gotten rough with the girls, lots of missing feathers. I removed him and put him with the rest of my cockerels. and plan on putting him back in when I want fertile eggs.
Can I expect this ratio to continue ?
I am convinced he is RIR and Easter egger mix

In chickens it is the hen that determines the sex of offspring.
