Laws have always been broken, for some good, some bad, and some indifferent or ignorant reasons. Please consider too that laws are subject to interpretation and that is what lawyers and judges are for.
Laws are also abused by the powers that be just as often as they are by the people supposedly governed by these laws. Again, look at history.
