Yep. My DD has been doing the same thing with our EE roo aka her baby boy. He has decided since she picked up one of his girls and she yelled (she yells all the time for attention) that he could jump up on her leg. I said "Snatch him up and carry him around with you till he calms down"...she did and does each time he gets froggy with her. He does not even try it with me. I smacked him once when he bit/pecked my arm when I was attending to a girl with a few scrapes on her back. he tagged my arm and I grabbed him and literally swatted his butt. He knows not to mess with me.
So to OP...grab him, hold him and make him behave. Let him know that YOU rule the roost not him. And go into knowing that you have hurt yourself worse as a kid than the rooster is going to do before you can get your hands on him. Just be confident, snatch his butt up and carry him for 30 minutes or more. Do it each time he gets froggy!
