My sister has two shelter-adopted cats with "broken" tails (healed up with a kink in them) so for a feral to have a funky looking tail doesn't strike me as being odd.

but I don't think there's anything out of the ordinary here
 
This is the nearly extinct Puffer cat - male. They can puff up those rather short tails twice the normal size when alarmed.

Thanks for the help. Now that the mystery is solved, I would like to hijack my own thread and ask what this is. A groundhog maybe? If so, I have never seen one in my area before.
