I feed regular feed and BOSS/scratch as well as water in the coop but kitchen scrap "treats" are fed outside in the morning when I first let the chickens out. Feeding inside or out, IMHO, won't effect the rats or mice population one way or the other--if they're around they'll infest the coop without regard to the amount of litter on the floor. They'll get under the floor, in the walls or ceiling, any place that affords cover. Since the litter is loose, if you keep it fluffed up it shouldn't provide cover.
