Worried

I just got a new pen built, for my 2 crested polish and a frizzle. My worry is since I moved them, day before yesterday, one of the cresteds is losing his tail feathers! They are around 16 weeks old. Could this be from stress? Or do you think something else is going on? The 3 of them have always lived together, and I have been watching to make sure the other 2 aren't ganging up on (him or her)not sure yet! The other 2 aren't bothering him at all,

How bad the feather is gone? sometimes young chicks keep on changing feather till they are 20 weeks old, I noticed that with my pullets, but they were losing only few feathers at the time.
