Good luck with all those roos lol! Our last hatch 3/3 were boys, so I have very loud 1 month old house chickens at the moment, ugh! Im in Morgantown as well, not so much "outskirts", but I have very friendly neighbors who like free fresh eggs, so not too worried ;)

Thats wonderful minminme! Cknldy, your RO flock made a lot of folks happy...I actually gave two of the pairs to two gals who had each lost their young Orloffs to predators this year, I kept 3 pullets to keep my boys company :). Theyre all healthy and doing well, thanks again!!

Good list of WV code. It sounds like they may not have given due notice, I'd start by checking the county courthouse to see if a notice was placed for her dog.
