absolutely! I have a car for sale on CL (I've sold 4 vehicles on CL before ). In the ad I said "don't contact me with lowball offers"
What do I get? Several texts and emails from people offering me at least $2k less than my asking price. Um, no. I dont even bother with a reply.
Almost everything is negotiable, but THAT is not negotiating.

Do people in this country know how to read anymore??
