is it a solid smokey white on the eyeball itself, or is it sort of foamy like made of tiny bubbles excreting from the eye?
if its foamy and bubbly, its most likely an infection that will need to be treated by antibiotics.

I dealt with a very similar problem in a silkie hen, I agree that irrigating the wound and soaking daily in a warm epsom salt bath works wonders, it draws out a lot of infection and is relaxing for the bird also. non pain relieving neosporin on the wound is what I used and changed the bandages...
My opinion would be that depending on the square footage/ number of birds in your coop- putting the food and water outside, under the coop would allow for the maximum space for living inside. My first coop was quite small and i chose to keep the food inside away from vermin and water outside...
there is a wonderful video tutorial floating around here on how to treat it. remember that once you cut the black scab/plug out you have to push from the top to pop out the kernels of infection. good luck. soaking in epsom salt water solution after will help to draw out the infection.
