I have never done this myself but I have read before that if a broody hen has recently hatched chicks you can place the new chicks under her while she is getting ready to go to sleep. Just cover the new chick in your hand as much as possible and just place it under her. It's worth a try.
I have read that the general rule of thumb is that when they are fully feathered they can go outside, weather permitting. In my personal experience, however, when our hens hatch chicks we just give all the authority to the hen. She tends to take them out after a week or week and a half.

People dye the chicks after they are hatched. It would be extremely difficult and costly to manipulate a chick's genes to make it easter colored. The dyes could not change a chick's genetic make-up.
