How do you choose the right colors for a virtual drawing, shade the drawing, etc?

I shad mine by edging it with another color, but that is probably not how it is supposed to be done. I Don know anything about digiart

I assume you know about the color wheel already. This is something that I struggle with, so I may not be the best person to ask.

Yeah, I do, but I don't know how to find a color that helps the drawing to look creepy, or sad, or happy.
