I spoke on the phone quite a bit today, making sure I have all my ducks in a row now. I don't need an inspection for these guys, just a permit to posses, propagate, and domesticate. They are a category 1, non-traditional livestock that includes turkeys, geese, ducks, pheasants, rabbits, etc.It is always a good thing to know your state and local laws. Some idiot here put up an ad on the local craigslist to sell live Coturnix Quail and hatching eggs to the general public. Obviously they did not know the state laws. I would be curious to know how much trouble they got in.
You are fortunate that they allowed you to get a permit after the fact. Here the permit is required before you can get any quail. They also require an inspection of how you plan to keep them before they will issue the permit.

Category 2 require a permit and inspection and includes all sorts of animals like fox, deer, mink, prairie dogs.
