To my knowledge it is not illegal to ship within the state. I do wonder if you have gotten the permit necessary to have those quail since they are not Coturnix.Delete this before Elk has a heart attack!

It clearly says "propagation or sale", propagation means raising them. It also lists them all as wild. I recommend that you call in for clarification.If I don't sell...which I don't sell anything...I don't think I need one.
