You have to go into your regional settings in the control panel. You can add keyboards/input for other languages there. I have French and Japanese added, but I was too lazy to toggle between keyboards.

this keyboard doesn' t even have them .

I think there’s a setting to switch lol or also on mine if you hold down the individual letters, other options with accents and such pop up.

I wouldn't call Quebecois French... That's like calling Ebonics English (okay, maybe not that bad, but think way north Scottish compared to our English)
