I make mine out of a styrofoam cooler. Then use a temp controller to regulate the temp. You can find the controllers on Amazon.
I have already made 2 out of styrofoam boxes which are freely available in any trash bin here. I was thinking about a computer fan but they are running on 12V and I decided to buy a fan on 220V instead of adapter. I just bought a thermostat with a hydrometer as well which triggers something if the humidity drops under certain %. Aaand yesterday someone gave me a windscreen motor from a car scrap yard (for free) so my next incubator will have an egg turner.
Does yours have an egg turner?
 
You will need a lid or cover for the brooder, they start testing their wings by the end of the first week, usually pretty feathered on wings by end of second week and can fly/hop.
For quail they'll go out in the barn in this with wire on top, I just don't have it for my chickens because they take a while to try to fly over in my experience. I have two large chicken tractors the chicks are going in at around 3-4 weeks. The quail will have their own cages and such once they get to be 3 weeks. I'm sure I'll make a different brooder by the time I do quail in February.

No i hand turn them or put them in my easy turner
