So paper towels work because I feel like wood shavings are too messy if I keep them in the extra large dog kennel in the house for the first few weeks.

I have to run something on the sides so they can't pop out of the kennel. It wouldn't end up good for them if they got out because my cat is a mouser.

puppy pads are good too.....i started layering them in the brooder for easier changes....and i hatch all my quail in chicken turner as my incubators do not have the option of quail rails

Thanks for telling me that! Now I won't waste money. I can fit 42 eggs in mine and I don't plan on that many quail eggs. Maybe 25-30.
