Can’t be they are on the outside under the feathers and they are filled with an orangeish fluid for quail have oil glands?

Edit: right near the egg chute I thought at first it was where the foam came from but the females had them as well

Then they are the oil glands under the skin on the tail. There should be a pimple like erection on the outside of the skin. When you watch birds preen, they always seem to start near the base of their tail while they collect the oil to work on their feathers.

The preen gland is on topside of the tail though, right?
 
Rocky Mountain oysters are a thing too. Apparently people eat them. I never have, but would probably try them if served to me. I doubt I'd order them for myself if I saw them on the menu, though.
They are delicious. I have had them breaded and fried and then dip them in Ranch Dressing.
