If you've already given it ND, and it is a warm place with nutritious food available, you've already given it the best chance you can. The rest is up to it.

I missed what happened to it? Rough incubation?
I don’t think all weak chicks turn out to be bad breeders. Depends on the circumstances, so I won’t agree or disagree.

If something external caused it to be weak -- maybe it was malpositioned because of detached air cell or improper turning, etc. --I agree that it would not mean the genetics are flawed. It's hard to know though.
 
The tester will email the test results to him.
You spelled it right and he will then get your paper work in the mail within a day or two.
The dude is fast and very nice/helpful. He loves his job and you can tell.
He isn't an angry post office worker.

The tester must send the test results to him but she may give you something on the spot to pass along too.

I have to ask...why are you wanting the NPIP?
You do realized you can sell here in Texas with just the PT testing and not having to pay the yearly NPIP fee right?

Yes, but we are planning on shipping hatching eggs, and maybe chicks if we were requested a large enough order for them.

Its head was not in quite the right position for hatching
