True. Would hardware cloth stop them?

Yes. I would put hardware cloth on the bottom for predator proofing but also chicken wire higher up as they will flush up when spooked and I found mine would flush through the chain link fence holes.

Keep in mind they are ground birds so predators can and will grab them through chicken wire. Learned that from experience!

Hey Kiki, I was at one of our local feed stores that I never go to just to look around and I saw this feed. Does this seem like really high protein to you? Also, I like how they say not to feed moldy, wet, infested, etc but the bag is in horrible shape. Oh! And it says chick grower when the bag itself said all flock.

Quail require a higher protein, they probably consider this a mid range compromise for all flock maybe?
