Did you SEE her fall off of the perch, or is that just your guess about what happened?

With no video, and with what you have described, I don't think it's broken. It could be that she's gotten stung, or gotten a bite from something, or just managed to sprain her leg. I'd say to give her a quiet place to stay comfortable, with feed and water and a comfy place to lay down. Give her time to heal, and just keep an eye on her. If possible, bring her inside, in a nice, big clothes basket or something similar, so you can have her where you can keep a close eye on her.
i actually saw her fall ...she ran out of the nesting box, missed the perch and fell right to the ground.....she was rushing to see me..i ran to her and picked her up but when i laid her down she couldnt stand...i have her in a dog crate on my back porch with food and water..in a nice box filled with straw.....
 
the leg at that first joint just flops to the right and to the left, she doesnt even try to move it

Let me use this image to clarify. Is the floppy joint the one circled in red or in yellow? And if in yellow, there should be a tendon (indicated in blue) that runs up the back of that long bone and between the two bumps at the joint in yellow (bumps indicated in green). Do you feel the tendon going along the bone and over the joint between those two bumps at the end of that bone, onward to the next bone? That tendon is basically what keeps the leg in place.

Do you feel the tendon going along the bone and over the joint between those two bumps at the end of that bone, onward to the next bone? That tendon is basically what keeps the leg in place.
