12 chick minimums at the feed store

It seems like there definately should be an exemption for people who already have a flock. I stopped by the feed store today and got 2 chicks for my broody who has been sitting on wooden eggs for 3 weeks. She is sleeping on them now, but I can't imagine trying to sneak 12 underneath her her. Considering so many cities have a 3 hen limit a more reasonable minimum would be 3.

Last year I bought 12 and when DH got home he told me I didn't get enough. I went back the next day and even though the knew I bought 12 the previous day I had to by another 12. No exemptions.
