12 week old Brahma not fully feathered

We have a 12 week old Brahma (Lemon) who has not developed feathers on her back. We have 1 other Brahma (Jennie) who was fully feathered about 3 weeks ago. Lemon started off smaller and has finally caught up in size and may be slightly bigger. She is eating and drinking and acting like the others. We have not seen any of the others pecking at that area. About 2 weeks ago it looked like the shaft of a few feathers were starting to form but the next day it was bare again. Any thoughts on what is causing this or how to help?

I can’t be for certain that the feathers aren’t being pulled out, but she seemed to go from chick fuzz to bare skin. When we are out with the flock we don’t notice any of them pecking at her. When we are out with them in the evenings we do notice her turning her head to get at that spot but I‘m thinking the gnats are bothering her like they are me at that time.
 
I wouldn't worry. I have a Buff Brahma myself that is 12 weeks old and has a bare back too. They are just slow to mature, some more than others. He's not being plucked and mine are being fed gamebird starter so 26% protein and free range, so I'm not worried about boredom. Some just take awhile, even compared to others of the same breed😊 Here's my slow feathering boy vs a fast feathering girl. Lots of variation in the breed

My brahmas were fully feathered at 4 weeks old. This looks like her feathers are being pulled out. Got a roo? She being attacked? Lice, mites? DDF8E602-24EA-4D29-B7D9-298A3568FDD7.jpeg

Looks like feather picking to me. I see broken feather shafts still intact in the skin.
How much space do you have for your flock, how many birds and do you have a cockerel?
