911!!! pecking problem keeps getting worse!!!!

a little while ago, I posted about my barred rock, Kate and my NH red, Milly (Kate's the big problem) pecking my americaunas, Clucky, and Mercy, and my other NH red Henrietta on their backs and butts. it's been going on for months now, and all we can do is just keep putting blu-kote on their butts. My mom is seriously considering debeaking all of them, or culling Kate in the fall! I need some sort of answer that doesn't involve hurting the chickens. This is our first flock, and we raised them from babies (obviously). I want to avoid hurting my babies.
 
Seclude Kate by herself for a week or two - maybe Milly too. When the come back, the pecking order will be rearranged - with them not in it. I'm not exactly sure how this works, but it helped solve part of my pecking problem. Changing feeds might help too. Adding protein/calcium might help too.
