Make sure everything is clean. Ideally boil your tweezers and blade or hold under a flame or at the least spray them with the vetrycin. Different ways to sterilise.

Honestly the wrapping in a towel will make it so much easier to calm the bird and keep them still, and their wings from flapping/struggling to escape.

I see you are young? Well done for tackling this. Hopefully your mother will help hands on, or someone else. It's easier with two people. They can hand you things and keep the bird happy while you do the business!

Hope it all goes well. Don't worry about a bit of bleeding. That will happen.

You need to post pics so we can see how big it is and where located.

You may not need to cut if you can just pick off the scab once it is soaked.

If you need a blade then a sharp scalpel is ideal. If not then a box cutter/Stanley knife at a pinch.
 
and do i need just the vetericyn, cast, and gause pads??
no idea what the cast is.

If I were you, I'd work on getting all the right stuff in place before you start. Maybe do it tomorrow once more expert people have replied to this thread.
 
It is better to wait a day, be sure you've got everything you need to hand, and all the advice and help. Rather than rush it and make do.
 
I think your 'cast' is what we call vetwrap. The blue rolls?.
