This is the black hen who is molting.

legs look yellow cast-check pads, yellow would be EE
that comb is kinda floppy for a pea and the coloring on the breast would indicate cross so it is an EE

beard, muff(probably pulled out by hens) eyes are on the yellow side, comb is cresty for a pea-but he looks Ameraucana
the red leakage on the hackles is undesirable and hard to breed out, but it has to do with the color pigment, not wether or not it is pure bred.
If he has it anywhere else, he could be a cross of colors, but it looks like typical red leaking, not like the hen that has a pattern in her brown feathers.
