Really interesting discussion!
We've been running byc for over 11 years, and forms in general for about 15. We've adjusted our rules around topics and tone over that time to try to find the proper balance between allowing every topic and discussion, vs discouraging and even not allowing some topics. Similarly, balancing too much moderation, and not enough. It's impossible to find a perfect balance for everyone all of the time, we feel like we've achieved a pretty amazing mix that is a good fit for our specific community. That's not to say that our stand is permanent and will never change, but at our core, we feel pretty confident about the tone we strive to maintain within this amazing group!

Yes, it is true that some forums are able to pull this off, but it's actually pretty rare. I belong to a private community of large Forum owners, and we discuss this topic pretty often. Overwhelmingly, most large Forum owners have rules on which topics are and are not appropriate, even if it's not stated in their rules, or publicly in their forums. It's actually been very interesting over the years to see other forums experiment with this, and then regret doing so, and quickly going back to their previous stance. While there are some pros to having a less moderated Forum, or Forum section, the cons quickly consume the pros... At least on most communities.other forums do it no problem
