I believe it’s normal, but how come T-Rex rabbits have a big “blob” under their face? A lot like California whites I believe.
It's a female specific thing (sometimes males can have them, but often a lot smaller than how the females do), not a breed thing. It's called a dew-lap. The females pull fur from it when they're getting the nest ready for babies
 
My sister had a black Rex rabbit when we were kids and she had the biggest dew lap ever! Her name was Sonja, so my sister and I always called the dew lap a "Sonja chin". Anytime there would be an unflattering picture of us where we had a double chin, that's what we would call it, too. 🤭
