Those puppies need to nurse! I would make her nurse them. Nursing will stimulate more contractions and also releases the bonding hormone so she connects with her pups. If they don't nurse she could reject her whole litter. That's prob why they are crying. My pups nurse within a minute of birth.
 
No litters here in a few years, so living through your delivery. LOL

I never take them out unless the mom is pushing. Just do it long enough they don't get crushed (BIG dogs) and then I put them right back in. They usually nurse while the contractions are going and usually helps move things along. Plus the moms aren't scared of the little whiney things that suddenly get shoved in with her.
 
They are nursing now, still whining a bit though, mom looks exhausted, I gave her a few more sips of the chicken broth and a bit of water (she didn't really drink much of the water, but went nuts for the chicken brother, mom is napping now, preparing for the others I suppose. They have been whinny things since they came out, I also would like for them to be a bit warmer, Will be turning on a heater here soon, problem being mom seems too hot, while pups feel cold, it is 79 in here right now, I have a heating pad, but don't want to put it in till they are done, Everyone seems to have found a nipple, and are quieting down a bit. Its daylight! Wow doesn't seem like I have been up all night, I wonder how much longer.
 
They'll get a little quieter as they get full. Remember they aren't getting milk yet, but it will come in soon.

Puppies whine. They whine when they're cold, they whine when they're hot, they whine when they wake up and move or when someone else wakes up and moves. They whine when someone else whines. They're pretty noisy the first few days.
 
Panting and trembling is just pain from labor. A heating pad should keep the pups warm. If she is taking a break it's probably because the uterus is like a Y with 2 channels. And the first channel is probably empty, and she is getting ready for the next channel to start. As long as she isn't pushing she might take an hour or so. If she is resting, and after an hour no pups, take her for a walk and let her pee, and get a drink(chicken broth is best). You might be only half way done lol

Most of my females start lactating a week before the pups are born. Some females don't lactate til the first pup suckles, and some do take a few hours after birth. That would explain why they are noisy, either that or they are cold.
