Also, you say the chicken is only with its mommy, then it will naturally be submissive as it's very young. If it were with other chickens the same age and were a dominant personality then it might behave more typically roo-ish.
I've found that going on comb/wattles, legs and sickle feathers is generally the more reliable method, and it gets easier with training. I am working on learning vent sexing which would make it all SOOOOOO much easier
