I’m not sure I have the stomach to actually process it, but it does seem like a waste of meat, at least for the animals.
Now, is it probable that the dog killed it?

Beagles are not normally a threat to groundhogs but it is possible. We had a Field Spaniel (similar size) that would kill them.

They are grass eaters and are similar to eating bunnies.
