Are Banties an actual breed?

Most standard size breeds have a minature version. The bearded d'uccle is a true bantam that has no full size standard. I am a big fan of bantams especially the mille fleurs! I love their big attitude in a small package! I think the serama is also a true bantam.

Bantam:
A diminutive fowl; some being distinct breeds, others being miniatures of a larger breed of variety, approximately one-fourth (¼) to one-fifth (1/5) there their weight. Usually ornamental in character, some breeds have considerable merit as egg producers, a few as meat fowl.

The sad thing is that many hatcheries sell D'Uccles as "Mille Fleur" and I don't mean the color, that's what they list as the breed. Even saw one the other day selling "blue Mille Fleurs" but they were self blue D'Uccles. If the hatcheries and vet schools can't get it right, how do they expect the common person to get it right. Oh, and my favorite, is the one "hatchery" that sells a banty assortment but can't tell you what breeds might possibly be included in the shipment because they don't know what breeds their suppliers raise or what breeds the suppliers might be bringing over.
