Quails do not make any noise and can be kept in any place you would have a budgie. They are not considered poultry according to city councils in Australia, they are aviary bird, which is a great little loophole for a lot of people. Some have them in a unit or townhouse, in the garage, on the balcony etc. I started with 3 hens in a guinea pig hutch. I have japanese (coturnix) quails, for eggs.
Their lifespan is only 2.5 years, that's why I bought an incubator and hatch them now. Too expensive to keep buying birds...Their eggs are lovely and have great nutritional value.

Jap quail males can be very noisy when they crow but a lot quiter than a rooster. Females would be the way to go as they pretty much make no noise at all.
