Baby chick will not feather out????

Welcome to BYC. Occasionally I have read threads here over the years where a chick does not feather out or grow normally. It does appear that your chick has pin feathers coming in. What are you feeding your chicks?
We are using starter grower from atwoods mixed with cracked corn. They also free range for about an hour a day. We dont let them run around too much outside the coop because of their size. We have a pair of hawks that lives close.

I would stop the cracked corn. It dilutes the amount of protein they are getting. They only need chick starter right now, and if you want to offer a treat, give them some chopped scrambled egg. If they are out eating grass and bugs, they should also have some chick grit available to digest things other than starter feed (especially if they have been getting pieces of corn.) I would really like to see a picture of this little guy once he grows. Hopefully, he will do well. Is the other chick in the first pic with him, also a little cockerel?
Chick grit?

Yes it's a rooster, so is the Millie fleur d'uccle behind it. The only thing to be concerned with is if it's a frazzle, but generally hatcheries don't produce them, only private breeders that don't know not to breed frizzle to frizzle.
Ok cool, that's cool to know. Also the Millie behind it? Is what photo? The brown ir black bird? Please remember I know very little about chickens and the different breeds.

Grit is tiny granite pieces to help the gizzard grind up and digest food other than chick starter. There is a chick size bag at most feed stores for chicks up to 10 weeks, and larger chickens need regular grit.
We live on a hill that is made up of sand, very fine sand, the flock just loves free ranging and rolling around in the sand. And they go nuts when I pour out old water on the ground, not a lot, maybe 8 oz, but they just love it.
