Crop milk produced by parent pigeons gives the young a massive nutritional boost. You have done very well to keep him going but the lack of crop milk puts him quite far behind in his development. Feather growing requires a lot of nutrition and I find my squeakers slow or stop weight gain temporarily when feathering out. He looks underweight to me but that is not surprising given the circumstances and it doesn't mean he won't make it. I do suspect that is why no feathers yet. @LauraMunro raised one from an egg so she has a better grasp of what to expect in terms of growth in a special case like this..

Just keep feeding as much as he can process, although 2 - 3 feeds a day is all you're likely to fit in. Maybe increase the egg yolk a bit? How is his poop production?
