Having a rumpless bird suddenly pop out of what seems to be a normal breeding can happen. There's even a Feathersite section on it.

Rumplessness can pop up like recessive white, really - It can happen even after 5 generations of not being around. Even tufted birds, to some people, seem to have no tufts at all. Although, not a single chicken on this thread shown is technically rumpless - They're just partially tailed.
Rumpless birds will have a VERY smooth, round rump with NO tail feathers whatso ever. They also have missing vertebrae which cause this. Here's how a true rumpless bird's behind should look: (all the birds on this thread prior are partially tailed)
