From the sounds of it and the symptoms, it sounds like you're dealing with some sort of respiratory disease such as Mycoplasma Gallisepticum (MG), Infectious Bronchitis (IBV) or Infectious Coryza. Is there any terrible odor coming from her beak or nares (nostrils)? If not, it's easy to rule out Infectious Coryza as it normally comes with a terrible fishy-like odor.

MG however, is VERY common and is easily spread. Considering that the previous owner said she was sick last year, points me in the direction that she most likely has MG over anything else. MG is a chronic respiratory disease and symptoms will reappear whenever stress occurs. MG is caused by the Mycoplasmosis/Mycobacterium bacteria, therefore making it easily managed with antibiotics, however, antibiotics can NOT cure this disease, making all birds exposed lifetime long carriers. Any birds 'recovered' will remain as asymptomatic carriers of the bacteria— still actively spreading/shedding the bacteria through the droppings, feathers, dander, respiratory secretions and other bodily fluids (saliva, blood, etc).

It is recommended to keep a closed flock— meaning no selling/rehoming any birds from your flock and no bringing in any new birds until the infected sick ones pass naturally. It is also not recommended to breed from the infected birds as they can pass the bacteria to the offspring, making any chicks that hatch, already infected with the bacteria, therefore, making them carriers of it as well. Bleach, Lysol and Oxine are very effective in destroying the bacteria. The bacteria that causes MG cannot survive without a host for long (3 or 4 days) and is easily destroyed by direct sunlight.

In the end, I ALWAYS suggest getting testing done to confirm what you're dealing with, because all or most respiratory diseases in poultry tend to mimic one another, confusing what it actually can be. Contacting your government extension, or if you're in the US, your State of Agriculture veterinarian and ask about possible testing for your birds. There are also websites that can do testing for you, just for $20 USD.
