Both genders or a late bloomer?

I have a 7 month old serama, Dark Chocolate Mocha, that I hatched. For the first 4 months I was certain it was a hen. Then I noticed a growth spurt. The tail feathers grew longer and the comb little bit bigger and taller. Though I noticed that Dark Chocolate Mocha doesn't crow or act like a rooster. I introduced him/her to my serama rooster Carlos and there is a difference. I have noticed that on occasion that Dark Chocolate Mocha squats like hen but never had laid an egg. So, what do you think?

That's what I'm thinking but he doesn't act like one. No crowing, no strutting, does crouch like a hen like it's being mated... so I'm guessing late bloomer then.
