Looks like you got some frizzle in there, but the frizzled feathers also look kind of silkied. I've never seen anything like that. It looks like she's got some frizzle looking feather shafts coming in where the bald patch is, so maybe she's just slow to develop.
 
Sometimes on a normally flat feathered bird, would ended up curled would have some kind of vitamin defiency going on if it has no Silkie or Frizzle breeding in the background.
