Bugs on my birds

What are the bugs on my birds? I can barely see them because they are underneath the neck feathers. I happened to notice a couple moving underneath the neck feather of my two roosters. They looked oval shaped with legs on both sides. They moved really fast. Maybe gray in color, but not sure. My birds are also missing feather on the base of the tails and scabbing up, but this could be from the rooster (not sure).

How do I treat these bugs?

I just don't understand where they came from because we got all baby chicks from a hatchery and put them into a brand new coop.

Those are lice. Dust all your birds with sevin dust, repeat dusting them 7-10 days later. Do the same thing inside coops, roosts and nests.
