They are skinned out of preference.

Quail have very thin skin, so plucking can be harder to do well. There is a trick of putting them in the fridge a few days before plucking to help, among other tricks.

I plan on trying to pluck my quail. I'm a big fan of having the skin on the bird.

Oh my gosh... guess what we're doing tomorrow? 16 Cornish, 3 large Lt brahma roosters and a few very large turkeys are going in the freezer... I wish my quailies were big enough to do a few of them, too, but I don't have any "extra" adults (aka males) right now...
