6 hens is certainly enough, and if they are dual purpose then my system would work for you too, if you rotate them into the freezer. I have found that I don't like chicken that I have raised, so they may as well live out their lives. I have the space and no restrictions.
That part works but getting up to 12 would get me busted! The owner of the rental next to us turned me in when I was over the limit...I had to process the extras in 10 days which was hard to do

So, if it were me that could only have 6, I would add 2 each year starting this year. Cull or rehome 2 and add 2 each year, maintaining a flock of 6.

I plan on doing this with pita Pintas this year
