Similar situation here. I have one bantam hen that must be 4 or 5. Her scales are perfect. Most of my other birds pick it up at about 1 yr of age and I have to treat. I wish I knew what factors were influencing it.
It''s been the bantams here that seem to be most prone to it.
I'm pretty much on top of it now. I Vaseline their legs whether they got it or not when I catch them in daylight hours. Some didn't take to being captured in the day as easily as others.:p
Idk, must have been 4 years ago I started dipping their legs in surgical spirit. Worked really well, much easier than Vaseline if you do it at night.

I use coconut oil cooking spray. Dead easy to apply. :D
It is quite funny to see the more ditzy birds high-stepping around the coop because they don't trust this weird hissy stuff that's now clinging to their legs. The calmer birds just sit there and even put their other leg down for me.

I'm horrid. I sneak up on them at night and stand them on top of the coop in a bowl.
You can't walk in to my coops. They're more like high security roost bars with nest boxes than coops. I wanted them to be portable so I could rest the local ground.

 I bet they love that.
Nice. Mine is closer to a mini barn than a coop, but it could be moveable, if I rented several large forklifts.
