Doesn't look like it to me. In mating, the female crouches down and lets out a series of high pitched almost clucking noises. They usually do this on perches not on the floor. :D
I know the noises they make as they have mated before but I havent ever seen the beforehand this was him continuing to almost bow at her he was doing it on the perches as well and trying to get on top of her I just wasnt able to capture it then

OK, I think its usually the female which asks the male to mate her, not the male who asks to mate her. But I don't know, I've only ever had one male cockatiel!
