I personally would dump it at speed and with gusto. THEN, I'd go and get some airtight Rubbermaid type containers for your staples. Why I say this is:
A long time ago, I opened the tin of Nestle Quik chocolate milk power to make chocolate milk for my 2 year old - to find bugs and webs in it. I'm pretty sure I screamed and scared the child... And then I checked my bags of flour (bugs), my bag of sugar (bugs), even the bags of pasta and beans (bugs). Expensive day... I dumped all of them and took out the trash instantly, then went shopping for tubs of the right size and air-tightness to hold my new staples. That was 26+ years ago. I still use those same tubs, although I've gotten more over the years as my selection of staples has increased, and the original ones still work, and NOTHING has bugs in it anymore. The right tubs are not a small outlay of cash, but not only do I not have bugs in anything anymore, my brown sugar no longer turns to rock. My only problem now is a) labeling each tub so DH can grab the right one, and b) getting them to fit nicely on the shelf - they have their places and must not be shifted!
