Can chickens get dry skin?

It's winter. The humidity is in the 20% range. My one chicken with a HUGE comb and wattles (Ancona hen) is pale. She got a tiny bit of frostbite on the very tip of two combs. She is 100% normal in activity, egg laying, eating, everything. Her feathers are shiny and her eyes are bright. I just feel the need to lotion her up, but I don't want to do it because it's too cold for her to be wet. Should I do something anyway when it's warmer during the day? Could she be sick? Or is it just dry winter on a big combed breed?

This is my Edna. The yellow squares are the wee bit of frostbite. The general paleness started at the same time. Edna is 9 months old and vaccinated for Marek's.
