No no, the pipes run underneath the highways to supply water to the office towers. When they burst, the water people have to dig a hole in the middle of the road to fix them up.
Why do I get the feeling that we are looking at two very different pictures?
I can't seem to identify these rocky islands. Do you refer to those dark pointy things? Those are rocks, which are part of the ground the water is carving its way through
ooh, okay! but it's fine just the way it is if they are ice pillars and not pipes!

Ooooooh, okay! Now it looks like a coconut tree with the top cut off and a branch left on, along with to slow stream giving it water.
I was beginning to get a major shortage of blue paint by the time I was done with that one.
Ice pillars, I suppose, would grow like stalagmites.
You don't get piping? Do you have an old-fashioned well or something for water? That would be awesome.
Good analysis! The blue was meant to give it an iced-over look. Perhaps the water from the streams could be freezing as soon as it hits the ice pond...
