Chick very lethargic

I just hatched 7 chicks 3 days ago. 6 are doing great but 1 is about 1/2 the size of the others and just doesn't seem to be doing well. This morning I noticed some garden dried poop on its butt so I soaked it off and it did poop a little while I ran warm water over it but it wont eat or drink water. I got it to take a few drops but it acted almost like it was gagging on the water and now it is just laying there. Please HELP!

Pictures would help. Do you have some nutri-drench? Hopefully with pictures, someone with more experience will be able to give you some advice.
